The government of Nepal and the Nepal Teachers’ Federation have reached an agreement to amend the Registered School Education Bill, which was the main demand of the protesting teachers. The agreement was signed on Friday at the Ministry of Home Affairs, after a series of discussions between the two parties.
The agreement includes several provisions to address the concerns of the teachers, such as:
- Forming a study committee with the representation of the teachers’ federation and experts to review the issues of teacher adjustment, level system and periodical promotion, and making legal changes according to the committee’s report.
- Respecting the sovereignty of the parliament and facilitating the amendment process in accordance with the existing law on the parliamentary system, practice and operation of the federal parliament.
- Maintaining the dignity of public school teachers and arranging for the principal to evaluate the performance of teachers and the school management committee to evaluate the performance of principals.
- Calculating the service period of teachers affected by the democratic movement and conflict, and developing early childhood development education as an infrastructure of education and joining early childhood development support workers to the social security fund.
- Arranging for matching teachers’ posts and matching posts based on local needs, thematic arrangement, number of students and access to students, and coordinating with the relevant education office on this matter.
The agreement has been welcomed by both sides as a positive step towards resolving the longstanding dispute over the education bill. The teachers’ federation has called off its protests, which had been going on for more than a month, affecting thousands of students across the country. The government has expressed its commitment to implement the agreement in a timely manner.
