Washington, D.C. — U.S. Secretary of State Marco Rubio has announced the cancellation of 83% of programs under the United States Agency for International Development (USAID). The decision follows a six-week review that identified extensive inefficiencies and misalignments with America’s core national interests.

According to Rubio, approximately 5,200 contracts, accounting for tens of billions of dollars, have been terminated. The review concluded that these programs either failed to serve, or in some instances, actively harmed, U.S. strategic objectives.

“In consultation with Congress, we found that a significant portion of USAID’s spending was not advancing the national interest,” Rubio stated. “This decisive action ensures that American taxpayer dollars are better protected and utilized.”

Rubio emphasized that the remaining 18% of programs—approximately 1,000 contracts—will undergo structural changes. These programs will be administered more effectively under the direct oversight of the U.S. State Department, ensuring tighter controls and strategic alignment.

The Secretary underscored that the move aims to reinforce U.S. foreign aid’s accountability and effectiveness. “By consolidating efforts through the State Department, we can ensure that aid programs are genuinely serving America’s diplomatic and national security goals,” he added.

The announcement has sparked reactions across political and international communities. Some have welcomed the decision as a necessary step to curb wasteful spending, while others express concerns about the potential impacts on global development initiatives.
