Feds Crack Down: Harvard Faces $8.7B Grant Review Over Anti-Semitism Claims

In a major step to tackle growing concerns over anti-Semitic harassment on college campuses, the U.S. Departments of Education (ED), Health and Human Services (HHS), and the General Services Administration (GSA) have initiated an extensive review of federal contracts and grants awarded to Harvard University and its affiliates. Announced on March 31, 2025, this review represents a significant effort by the Joint Task Force to Combat Anti-Semitism to ensure that federally funded institutions are fulfilling their civil rights obligations.

The review encompasses over $255.6 million in existing federal contracts and more than $8.7 billion in multi-year grant commitments awarded to Harvard. The Task Force, established under President Trump’s Executive Order on combating anti-Semitism, is set to determine whether the esteemed university is adhering to federal regulations, particularly in protecting Jewish students from discrimination and harassment.

Education Secretary Linda McMahon underscored the importance of this action, remarking, “Harvard has long stood as a symbol of the American Dream… Yet its failure to protect students on campus from anti-Semitic discrimination—all while prioritizing divisive ideologies over free inquiry—has severely jeopardized its reputation.” McMahon added that she hopes Harvard will take the necessary steps to restore its legacy as a place of academic excellence and inclusivity.

This review follows a precedent set by a similar investigation into Columbia University, which concluded with the institution agreeing to nine preconditions for the reinstatement of federal funds that had been suspended. Harvard has now been directed to provide a comprehensive accounting of all contracts—both direct and through affiliates—with federal agencies. The Task Force, in partnership with contracting agencies, will also assess whether Stop Work Orders should be issued for non-compliant contracts.

HHS Acting General Counsel Sean Keveney, a key member of the Task Force, emphasized the broader goal, stating, “We are encouraged by Harvard’s willingness to engage with us. This initiative seeks to refocus our institutions of higher learning on the core values underpinning a liberal education.” However, he cautioned that any institution failing to meet federal standards could face severe repercussions, including the termination of contracts.

The spotlight on Harvard’s handling of anti-Semitism has sparked a nationwide conversation about accountability and inclusivity in higher education. FAS Commissioner Josh Gruenbaum, another member of the Task Force, acknowledged some progress made by the university in addressing “institutionalized anti-Semitism” but stressed that additional measures are needed. “Hate in any form contradicts the foundational principles of America,” Gruenbaum stated. “This administration has demonstrated that we will act swiftly and decisively to hold institutions accountable if they allow anti-Semitism to persist.”

The GSA will oversee the examination of Harvard’s funding across various federal agencies as the Task Force continues its review. For Harvard, the stakes are significant—not only in terms of federal funding but also in reclaiming its prestigious reputation as a global leader in education. The message from the Task Force is clear: federal dollars come with the responsibility to provide safe and inclusive environments for all students.
