President Joe Biden has authorized the mobilization of up to 3,000 reserve forces to augment the armed forces in support of Operation Atlantic Resolve, according to an executive order issued Thursday. The operation is designated as a contingency operation and aims to reinforce NATO’s eastern flank in response to Russia’s illegal actions in Ukraine.
During a press briefing, Army Lt. Gen. Douglas A. Sims II, Joint Staff director of operations, emphasized that this executive order provides increased authorities, entitlements, and access to reserve component forces and personnel. It reaffirms the United States’ unwavering commitment to defend NATO allies in the face of Russia’s aggression.
The U.S. European Command (Eucom) is preparing to utilize this new authority to strengthen NATO’s collective security. Eucom spokesman Navy Capt. Bill Speaks stated that these measures would ensure long-term resilience in Eucom’s heightened level of presence and operations. Importantly, these authorities do not entail changes to the current force-posture levels in Europe.
In his assessment of the situation in Ukraine, Lt. Gen. Sims described the fighting as severe. Despite facing relentless attacks, including gunfire and bombings, Ukrainian forces have shown remarkable resilience, utilizing new equipment and techniques.
The decision to mobilize reserve forces highlights the United States’ commitment to its allies and partners, providing Eucom with greater flexibility to support these commitments.
